Telefónica forecasts a 150% DTH growth

 

According to Oscar Castillo's, Telefónica Media Networks Director, forecasts, the satellite market will record a 150% growth within the next five years and will cover a 40% of total Latin American Pay-TV market. Figures are in line with those presented a month ago in the so-called report "DTH. Free-to-Air, prepaid, Pay TV. Current situation and new projects" produced by the consulting company NexTV Latam.

Castillo told the portal Terra Mexico that though satellites services have been recovering over the last years, there is still a digital gap in Latin America due to the fact that Pay-TV penetration is still low as compared with other regions in the world. According to the executive, Telefònica developed satellite platforms under a carrier model and reached over two million satellite TV users in Latin America.  

According to the Report released by NexTV Latam, in 2015 DirecTV will keep its leading position in the segment though with a 45.72% market share (at present the company records a 72.6%) and telecommunications operators will record the 37.25% of subscribers. The consulting company believes that Brazil, Mexico Argentina and Venezuela will be great user volume markets and that América Móvil, Embratel, Oi, Telefónica and Telmex are featured by being the starts of such breakthrough. Telefónica will double its Pay-TV data base between 2008 and 2012

 

According to a presentation given by Telefónica in a Roadshow held in New York, United States, the company will double the number of Pay-TV accesses in Latin America between 2008 and 2012. The Spanish company will record 4,5 million Pay-TV users in 2012 worldwide, that is, twice as much if compared with the 2,3 million clients recorded in 2008.

The President of the company, César Alierta, told the media that the objective is to enhance the operating income before depreciation and amortization (Oibda) at an annual 12% over a three-year period, until reaching € 33,000 millions in 2012. In 2009, the company's revenues amounted to € 23,000 millions. Alierta stated that the region has to be the group's "lance point". Over 2009, Latin America was the main taxpayer over positive results recorded by the group, since they account for the 40.5% of total incomes.

In the region, the Spanish company offers Pay-TV services in Brazil (Telesp), Peru (Cable Mágico), Colombia (Telefónica Telecom), Venezuela (Movistar) and in Chile. Venezuela was excluded from the calculation of the presentation.

URUGUAY TV Penetration

 

The Uruguayan Regulatory Unit of Communications Services submitted a statistical report that shows that Pay-TV services remain stable and that 427,000 subscribers were recorded at a national level as in December 2009, that is, a 3% increase if compared with the 416,000 users recorded in the same month in 2008. Therefore, Pay-TV achieved a 31.07% penetration whereas in 2008 such figure amounted to 31.02%.

As for market share per operator at a national level, the document shows that Bersabel holds the 11%, Multicanal records the 4%, Monte Cablevideo, Riselco and Tractoral have reached the 10%; Cable Plus and DirecTV record the 4%; Audomar and Cablevisión Pan de Azúcar recgister 3%; whereas the remaining companies hold the 41%. In Montevideo, the capital city of the country, Bersabel holds the 25% of market share, Tractoral records the 23%, Monte CableVideo and Riselco record 22% and Multicanal registers 8%.

As for subscribers' location, the report points out that the 47% of Pay-TV users is located in Montevideo whereas the remaining 53% is located in departments of the interior of the country. Montevideo recorded 193,000 users as of December 2009, which accounted for a 33.37% penetration. The remaining subscribers are located in Maldonado (11%), Canelones (9%), Salto (5%), Paysandú (4%), Colonia (3%), Florida (3%), Soriano (2%), Rocha (2%), Ribera (2%), Artigas (2%), San José (2%) and the remaining 9% in several departments of the country

Brazil presented technical ISDB specifications

 

The Brazilian Ministry of Communications released in the Official Bulletin all technical digital TV norms that define installation procedures, licenses and TV station operations. Such standards are aimed at setting the features and broadcasting of signals, guaranteeing broadcasting quality and avoiding interferences.

Radiobroadcasting services will rely on two channels, with 6.0 Mhz band width. Such channels, which go from 60 to 68 will be exclusively used by the Service of Television and Radiobroadcasting of Digital Free-to-Air TV. The signals broadcasted by stations will have to meet the Japanese-Brazilian pattern standards set by the Brazilian Technical Standards Association.
The ministry will authorize the installation of temporary equipment for preliminary trials and technical conditions of the site for the definite installation will be evaluated. Trials will only last thirty days, and such term can be extended over the same period and a six-month period musty be respected for the submission of the construction project of the broadcasting or rebroadcasting station.

Malone dilutes its power over DirecTV with the purpose of excusing dominance in Puerto Rico

 

John Malone stepped down from his presidency in DiecTV and, will also reduce his voting power to a 3% from a 24.3%. Additionally, Malone will change 21,8 million class B shares for 26,5 million class A shares. According to an official release submitted by the holding to the SEC, such movement is aimed at enabling the regulatory approval to be issued by the FCC, United States communications regulator, for the creation of the new DirecTV. The resulting company will combine DirecTV's content distribution and production assets (including DirecTV Latin America) with Liberty's, thus achieving strong domain in Puerto Rican Pay-TV market, under FCC jurisdiction. A similar situation is being recorded in Chile where the resulting company is DirecTV's and VTR's stockholder.

But, according to United States stock exchange analysts, Malone's power reduction would be aimed at increasing appeal for a potential DirecTV's buyer. In that way, resulting negotiations would unfold more easily. Since over a year ago, United States specialized press has been speculating with AT&T's eventual acquisition of DirecTV. Such assumption is based on AT&T's FTTN network strategy critics arguing that they would not be able to offer the same potential broadband maximum as those of new generation alternatives available in the market: Verizon's FTTC and CATV systems' DOCSIS 3.0. Therefore, AT&T's broadband and Pay-TV future offers over FTTN might be of a lower quality. In contrast, if AT&T acquired DirecTV, the pay-TV offer would occur out of its telecommunications network, thus solving future eventual problems. AT&T and DirecTV already have a commercial alliance for Triple Play offers in the United States

Colombia aporta el 30 por ciento del crecimiento regional de la multinacional estadounidense. El Mundial, motor de las ventas.

La decisión del operador de televisión satelital Directv de ofrecer los 64 partidos del Mundial de Fútbol de Suráfrica en alta definición y formato panorámico cinematográfico (33 por ciento más de imagen) sigue arrojando resultados positivos.

Carmen Lucila Osorno, presidenta de Directv Colombia, reveló que la semana pasada la empresa superó la barrera de los 300.000 clientes, con lo cual este año ya suma más de 50.000 nuevos abonados.

"Sin duda, nuestra oferta para el Mundial de Fútbol, sumada a los contenidos que ya tenemos en alta definición (seis canales) y un gran nivel de servicio están impulsando el crecimiento de la empresa por encima del mercado", señaló la ejecutiva.

Incluso se conoció que Colombia ya aporta el 30 por ciento del crecimiento regional de la multinacional estadounidense durante este ejercicio.

Como si fuera poco, Osorno indicó que el 80 por ciento de los abonados conseguidos este año han contratado servicios como Directv HD (alta definición) o Directv Plus con el que se puede grabar sus programas favoritos o pasar o retroceder televisión en vivo.

Este repunte en las ventas ha obligado a la empresa a duplicar el número de empleados destinados a las instalaciones hasta unos 1.400 que hoy cubren cerca de 1.000 municipios del país.
La oferta del Mundial de Fútbol

Además de emitir los 64 partidos en HD, Directv ofrecerá un servicio llamado Mundial Mix que permitirá a los televidentes ver cada partido a través de cinco canales distintos: canal principal, con la transmisión de la Fifa; canal cancha, canales de las bancas de los equipos y un canal de resumen con las mejores jugadas de otros encuentros. Entre partidos y noticieros, Directv emitirá más de 12 horas al día desde Suráfrica.

BUENOS AIRES – Argentina's state film board Incaa is preparing to launch a video-on-demand service as soon as this year, a latest effort to help homegrown films turn a profit as theatrical and DVD markets falter, piracy swells and the demand for home entertainment rises.

The pay-per-view service will be for local and international fare streamed on a dedicated site.

The filmmaker will pocket 90% of the proceeds and Incaa the rest for helping fund Argentina's annual production of 80 features.

Argentine movies "survive on subsidies. Only a few make a profit," said Incaa prexy Liliana Mazure. "We are working as fast as possible to change this, to find ways to use technology as a tool to improve the business."

Hollywood dominates 80% of box office receipts on the mainstream circuit, leaving zero to little exposure for local output.

In another effort, Incaa this year will launch INCAAtv, a satellite feed for beaming free-for-view films to the country's 10 million TV homes, the first of its kind in Latin America.

Argentina isn't alone in the push to widen distribution outlets. French film export board Unifrance announced in January at its Paris Rendez-Vous that it was also studying a VOD distribution service for Gallic films.

TV por Assinatura alcança 26 milhões de brasileiros

Com  194.137 novos assinantes em  março de 2010, o Brasil chegou ao final do primeiro trimestre de 2010 com 7.919.380 domicílios com TV por Assinatura. O crescimento observado representa uma evolução de 2,5% em relação à base de assinantes de  fevereiro de 2010. No ano, o setor acumula crescimento de 3,9%. Considerando-se o número médio de pessoas por domicílio divulgado pelo Instituto Brasileiro de Geografia e Estatística (IBGE)*, os serviços de TV por Assinatura são distribuídos, atualmente, para mais de 26 milhões de brasileiros.

INTERVIEW - Jean-Bernard Lévy, le président du directoire de Vivendi, estime que son groupe a la capacité de «faire beaucoup mieux en Bourse».

Le groupe de médias et de télécoms tient jeudi matin son assemblée générale des actionnaires.

LE FIGARO. - Vous avez provisionné 550 millions d'euros pour la class action en cours aux États-Unis. Est-ce suffisant?

Jean-Bernard LÉVY. - Les avocats de nos adversaires ont lancé des chiffres à la cantonade dès le premier verdict. Vivendi a pris un mois, s'est entouré de deux cabinets d'experts et a calculé une provision de 550 millions d'euros. C'est une provision, prise par prudence, au cas où nous serions définitivement condamnés, ce qui je l'espère n'arrivera pas.

Vous venez de perdre votre appel contre la décision d'actionnaires français de se joindre à la plainte aux États-Unis. Qu'est-ce que cela change?

Constatant l'absence de jugement sur le fond du litige aux États-Unis, la Cour d'appel a rejeté la demande faite par Vivendi de voir jugée abusive la participation de plusieurs actionnaires français à la class action américaine. Je regrette que la Cour d'appel n'ait pas choisi de se prononcer à ce stade sur la question de la conformité des class actions américaines à l'ordre public français. Ce contretemps ne nous empêchera pas de poursuivre nos actions.

Quel message principal avez-vous pour les actionnaires?

Notre objectif est de continuer à défendre les actionnaires actuels du groupe. N'oublions pas que ce procès bénéficie surtout aux avocats américains et que ceux qui ont le plus à craindre sont les actionnaires individuels. Les actionnaires peuvent avoir confiance dans Vivendi. Vivendi est au cœur des univers de contenus, des plates-formes et des réseaux interactifs, avec des revenus, des profits et des dividendes réguliers grâce au modèle de l'abonnement.

Pourquoi le cours de Bourse ne reflète-t-il pas ces bons résultats?

Notre cours de Bourse est décevant, c'est vrai. Sur deux ans, depuis le début de la crise, l'action Vivendi a légèrement sous-performé l'indice CAC 40, mais notre dividende est largement au-dessus de la moyenne de l'indice CAC 40. Donc, le retour total pour l'actionnaire est légèrement supérieur à la moyenne de l'indice. Notre souci, c'est que les grands fonds d'investissement mondiaux ne se portent pas, actuellement, vers un secteur européen des TMT (technologies, médias et télécoms) pilonné par les régulateurs. Sur les trois dernières années, les décisions des régulateurs et des États ont fait perdre à Vivendi 1 milliard d'euros! Cela dit, je ne me satisfais pas de ce cours de Bourse, Vivendi a la capacité de faire beaucoup mieux au regard de ses actifs de grande qualité, de ses 5 milliards d'euros d'investissements annuels dans les réseaux, les plates-formes de services et les contenus, de ses équipes compétentes et de son potentiel de développement.

Quels sont vos principaux axes de développement?

Dans un univers où les technologies déplacent sans cesse les lignes, nous devons continuer à investir pour offrir à nos dizaines de millions de clients le meilleur du numérique. Et puis nous allons renforcer progressivement notre présence dans les pays émergents, où se trouvent les meilleures opportunités de croissance même si elles sont rares. À l'exemple de GVT, notre récent investissement au Brésil, qui a déjà dépassé nos attentes.

Quel bilan tirez-vous du lancement de vos plates-formes Vevo et Zaoza?

Vevo est une innovation réussie, puisque cette plate-forme de clips musicaux lancée il y a quatre mois est déjà numéro 1 aux États-Unis avec 35 millions de visiteurs uniques mensuels et que nous avons obtenu, dès le départ, l'adhésion de très grands annonceurs. Quant à Zaoza, notre plate-forme de partage de contenus, le développement en est suffisamment avancé pour que nous envisagions désormais un lancement en Allemagne.

Vous avez acheté GVT au Brésil. Allez-vous poursuivre vos rachats télécoms dans les pays émergents?

GVT est un relais de croissance formidable et un investissement réussi pour Vivendi, avec une croissance de 45% de l'excédent brut d'exploitation du premier trimestre 2010. Dans les mois qui viennent, GVT va accélérer, investir davantage dans son déploiement et bénéficier des contenus de Vivendi. Et le Brésil est un pays de croissance qui va accueillir la Coupe du monde de football en 2014, les Jeux olympiques en 2016 et deviendra en 2020 la 5e économie mondiale. En revanche, au regard du prix payé par l'indien Bharti pour Zain, je n'ai aucun regret d'avoir laissé tomber. Nous allons poursuivre nos investissements, continuer à monter en puissance dans les pays du Sud, mais sans aucune urgence et aucune fébrilité.

La fusion Neuf-SFR donne-t-elle pleinement ses résultats?

La réussite commerciale de SFR est éclatante, nous sommes passés dans l'accès Internet de 10-15% de parts de marché avant la fusion à 30-35%. D'ailleurs, l'intégration n'est pas encore totalement achevée, il y a encore des synergies à dégager, par exemple sur les systèmes d'information. Cette fusion, avec les succès commerciaux induits, est notre meilleure réponse à l'arrivée possible d'un 4e opérateur mobile.

Vodafone semblerait prêt à vendre ses 44% de SFR…

Je n'ai pas noté de changement chez Vodafone. Mais si tel est le cas, Vivendi est intéressé. Notre objectif à terme est d'obtenir 100% de nos filiales françaises, si nous pouvons le faire à un prix raisonnable.

Contrairement à TF1 et à M6, Lagardère n'a pas négocié de prix plancher pour le rachat de ses 20% dans Canal +, dont vous contrôlez 80%. Jusqu'où irez-vous?

Si les conditions sont réunies, nous pourrions racheter la participation de Lagardère dans Canal + France. Mais le prix qui sera négocié doit prendre en compte la décote due à cette participation minoritaire. Cette évolution est donc aléatoire, et, du côté de Vivendi elle n'est pas prioritaire.

Quelle est votre marge de manœuvre financière pour réaliser tous vos projets sans dégrader votre notation?

Fin 2009, GE et Vivendi ont signé un accord qui, sous réserve de l'acceptation par les autorités américaines du transfert à Comcast du contrôle de NBCU, nous permettra de céder les 20% que nous détenons dans NBCU. Nous aurons quoi qu'il advienne un premier versement en septembre de 2 milliards de dollars. Par ailleurs, le maintien de notre notation BBB est une priorité permanente.

Que vous inspirent les déboires de la major musicale EMI?

Le marché de la musique reste difficile, mais chaque année Universal Music gagne de l'argent avec une marge opérationnelle à deux chiffres. Déjà, Universal tire 25% de ses revenus du numérique. Enfin, pour évoquer EMI, je suis triste de voir une entreprise rentable au plan opérationnel souffrir de la structure mise en place lors de son rachat par un fonds d'investissement et être ainsi menacée par le poids de sa dette. Indirectement, nous en profitons puisque des artistes venus d'EMI préfèrent contracter avec nous, à l'instar des Rolling Stones récemment.

The Ecuadorian NTVC will open a RFP for IPTV providers before June

 

The Ecuadorian National Television will launch a RFP for IPTV providers within the next two months. Sources of the company told NexTV Latam that trials were yielding expected results. A few days ago, the NTVC formalized the merger with the state-owned mobile telephone company Alegro and the merging process is expected to last about two months.

IPTV trials started in the first half of 2009 together with Huawei. A pilot platform for 500 users was implemented in Quito. The Superintendence of Telecommunications reported 131,088 Pay-TV subscribers upon February 2010 closing, thus accounting for a 9.3% penetration.

The satellite operator DirecTV, Univisa's MMDS and cable operators Grupo TV Cable and Telmex compete in the Ecuadorian market.

Japanese and Brazilian digital TV companies might settle down in Peru

 

The Peruvian Ministry of Transposrt and Communications (MTC) informed that some Japanese companies were evaluating the poosibility to set up ISDB decoders and receivers production facilities in the Free Zone of Tacna. "There are some companies thart are evaluating the possibility to settle down in Peru and to turn the country into a logistic platform to export into Chile and Argentina, which have also chosen the Japanese-Brazilian standard", stated the head of the MTC, Enrique Cornejo.

The official told the local media that the South African Soccer World Cup 2010, which will start in June, will account for a turning point in the start of massive STB selling at about USD 35 to USD 50. Cornejo revealed that he had held conversations with the Brazilian Minister of Communications, Helio Costa, and asked him to fulfill his promise of encouraging Brazilian investors to invest in the setting up of facilities for the production of decoders in Peru.

In 2009, representatives of Toshiba required information about the infraestructure and tax facilities in the area. Cornejo pointed out that they had talked with representatives of the free zone about the advantages of the place and offered Toshiba information about available qualified work force.

skymexicoThe Mexican Federal Telecommunications Commission has modified its 2009 pay-TV users results.

The Commission had stated that as of December 2.3 million DTH users had been recorded. According to the figures, Dish, the alliance between MVS Telecomunicaciones and Echostar, had reached 478,000 subscribers. Now, the commission says that 2.43 million users were recorded, which means that Dish closed 2009 with 617,000 subscribers. Although it is a good figure for the company that has been operational for less than a year, it is still below the million subscribers anticipated by the company.

According to the new figures released by the regulator, the cable TV segment recorded a 5.4% increase in December 2009, thus reaching 5.08 million subscribers. MMDS users amounted to 465,000.

Mexican pay-TV services overall recorded 7.99 million clients, that is, a 13.5% growth if compared with results audited as of December 2008.

One of Dish's positioning strategies was the low cost package offer targeted to the lower income sector. Telmex executed a service billing, collection and distribution agreement with Dish and recognized the possibility of turning into a DTH project investor.

Sky Mexico starts HDTV | News - Rapid TV News

 

skymexicoDTH operator Sky Mexico has started its HD transmissions.

The offer enables live pause and rewind on an advanced EPG, HD recording, parental control and caller ID on the screen. Jointly with the financial group Banamex, Sky offers a promotional package that includes a subscription and a ‘full HD’ Samsung TV set. Sky Mexico is backed by DirecTV (41.3%) and Grupo Televisa (58.7%).

The operator is transmitting 15 HD channels and will broadcast the 64 South African Soccer World Cup 2010 games to be held in June. A set-top-box with a 500 GB disk that enables 400 standard format programming hours and 100 HD programming hours is included in the offer.

Sky Mexico’s cable rival, Cablevisión, the Mexican operator controlled by Televisa (which also participates financially in Sky Mexico) and which already offers HD, has already started to offer VOD with HBO/Max programming. Since March, HBO subscribers have received the VOD option that includes 120 monthly programming hours at no additional cost.

The launch had been expected since earlier this year, and it is understood the package will quickly expand to about 40 channels.

According to the new figures released by the regulator, cable TV segment has recorded a 5.4% increase in December 2009, thus reaching 5,08 million subscribers. On the other hand, the number of MMDS users had amounted to 465,000. The Mexican Pay-TV service recorded 7,99 million clients, that is, a 13.5% growth if compared with results audited as of December 2008.

One of Dish' positioning strategies was given by the low cost package offer targeted to lower income sector. Telmex executed a service billing, collection and distribution agreement with Dish and recognized the possibility of turning into a DTH project investor.

Iusacell to bid against Televisa for Mexico Fiber « dataxis

 

iusacellGrupo Iusacell SA, Mexican wireless carrier would bid in Mexican auction for Fiber optics lines. The group would face a coalition formed by Televisa SA, Telefonica SA and Megacable Holdings SA.

They were the only bidders for the auction, the results will be published in June. The winner will be able to offer phone services and broadband across Mexico without using Telmex network, the incumbent operator in Mexico.

CTBC will launch DTH before July

 

The Brazilian company CTBC, incumbent in the interior area of Mina Gerais, will launch its Pay-TV service through DTH over the course of thi ssemester. According to the Brazilian bulletin Teletime, the service will be called CTBC TV temporarily. Oswaldo Carrijo, Commercial and Services Director of the company, explained that the strategy is aimed at providing clients A and C with services that include telephony, broadband and Pay-TV.

HD services are not included in the following plans and the pay-per-view service will be offered as from 2011. CTBC will utilize Nagra's CAS, Telefónica will be in charge of the uplink from Peru and satellite transponders Amazonas 1 and 2 will also de used. In December 2009, the National Telecommunications Agency passed CTBC's request by means of which the company was authorized to hold its DTH operation.

The company already has its Pay-TV offer through CATV in two cities (Uberlandia y Araguari), thus the necessary know how to develop the service. "We are taking total profit from this experience for the programming negotiation", Carrijo stated. CTBC had an IPTV project but it was left aside because of Bill 29 approval dely.

The Uruguayan President might revise DVB choice

 

The Uruguayan President, José Mujica, stated that the country was willing to study the Brazilian offer so as to change its selection (DVB-T) and turn to ISDB-T/SBTVD. "We chose the European standard some time ago, but we are finding out about the Brazilian proposal and we are willing to study it", stated the head of state in a public declaration to the local media.

Mujica, who met with his Brazilian peer in Brasilia, Luiz Inácio Lula da Silva, assured that the European option would depend on the fulfillment of European commitments. On the other hand, the Brazilian Minister of Communications, Hélio Costa, met with the Uruguayan Minister of Industry, Energy and Mining, Roberto Kreimerman, and made official a credit line of about USD 50 millions to be granted to Uruguay for the acquisition of equipment. 

After the Ecuadorian Government's announcement of its ISDB-T/SBTVD choice, the number of countries that have already adopted such standard amounted to six: Argentina, Brazil, Chile, Peru and Venezuela. Colombia, Panama and Uruguay chose the European standard and Mexico and Honduras turned to the American standard.

Argentina has free DTH equipment

 

The Argentine Government announced that the equipment to start the satellite system that will complement ISDB-T coverage is ready. The DTH will be called Direct TV to the Home (Televisión Directa al Hogar - TDH) and it will reach the 5% of the population in 2012. This year, there will be "TDT access to the 95% of the Argentine population. The remaining 5% will also receive it but through satellite", the Federal Minister of Planning, Julio De Vido, explained.

The President of the National Media System, Tristán Bauer, explained that TDT trials will start within 15 days though the launching date will be disclosed officially by President Cristina Fernández de Kirchner. Free-to-air DTH is being tested in 38 rural schools (they receive Channel 7, Encuentro and National Radio audio).

De Vido assured that the State will enable set-top-box access to those with difficulties to acquire it. 1,2 million set-top-boxes will be distributed free-of-charge, As NextTV Latam had released in advance, equipment beneficiaries will be chosen pursuant to the information produced in the universal assignment per son and Argentina Trabajar Plan.

Globo will utilize Nagravisión's CAS for its free-of-charge DTH

 

The Brazilian Rede Globo chose Nagravisión's (owned by the Swiss Kudelski) conditional access system to codify the signal of its TVDR project channels (DTH for rural areas). The idea is to provide the rural TV viewer with local content in each region and to offer advertising and local news.

The service relies on Nagravisión's CAS solution and Thomson's GPS STBs. TV Globo's programming will be sent through DVB-S2 free-of-charge to those who have set-top-boxes and antennas. The system is already available in the rural of Rio de Janeiro and will be made active in the whole country in 2010.

Kudelski informed that in 2009 its total incomes recorded a 2.3% increase, that is, about USD 725 millions. The company has recently acquired OpenTV, a company specialized in middleware and interactive advertising.

The Peruvian analog blackout will start in 2020

 

The Peruvian Ministry of Transport and Communications passed the Supreme Decree Nº 017-2010-MTC that approves the Master Plan text for ISDB implementation. According to the schedule set by the Ministry, the maximum deadline to finish with analog TV broadcastings for Territory 1, which covers the cities of Lima and Callao, will become due over the 4Q20.

As for Territory 2, which covers the cities of Arequipa, Cusco, Trujillo, Chiclayo, Piura and Huancayo, the maximum deadline will become due over 4Q22. On the other hand, the maximum deadline for Territory 3, which covers the cities of Ayacucho, Chimbote, Ica, Iquitos, Juliaca, Pucallpa, Puno and Tacna, will become due over 4Q24. However, the Ministry established that in those localities that have not been included in Territories 1, 2, 3, the deadline for the analog blackout will remain undefined.

Taking into account that TDT enables multiple programming, the Plan establishes that, at least, the first or main signal to be broadcasted by each radio broadcasting channel should be free-to-air, access free and free of charge. Additionally, the regulation specifies that, for fixed receivers, digital signal programming shall be broadcasted in HD until the 50% of the total daily time is covered, until the blackout date, except from those who holding a shared administration of radio broadcasting channels.
